1 — REASON FOR POLICY  

1.1 To define the process and principles for the appointment and reappointment of Deans of Faculties, the Director of the Ron Joyce Centre for Business Studies, and the University Librarian.
 

2 — POLICY STATEMENT

2.1 The President has the authority to appoint Academic Deans, the Director of the Ron Joyce Centre for Business Studies, and the University Librarian. Normally, a term shall be for a period not to exceed five years. Re-appointment is possible.

2.2 Appointment and re-appointment processes shall be conducted in an open manner. The University community will be informed of the short-listed candidates or the individual being reviewed for re-appointment, and shall be given the opportunity to provide written feedback to the Presidential Advisory Committee.

2.3 All proceedings and records of Presidential Advisory Committees shall remain strictly confidential.

1.0 — REASON FOR PROCEDURES

1.1 To define the process and principles for the appointment and reappointment of Deans of Faculties, the Director of the Ron Joyce Centre for Business Studies, and the University Librarian.
 

2.0 — APPOINTMENT PROCEDURES

2.1 The Provost and Vice-President, Academic and Research, shall oversee the appointment process and make a recommendation to the President.
 
2.2  When a vacancy exists, the Provost and Vice-President, Academic and Research, shall call for nominations and applications for the position. With the approval of the President, a position may be advertised externally.
 
2.3  A Presidential Advisory Committee (PAC) shall be established composed as follows:

A. For Academic Deans and for the Director of the Ron Joyce Centre for Business Studies

  • Provost and Vice-President, Academic and Research, as chair;
  • Three tenured faculty members from the Faculty of the Dean, nominated and elected by the faculty members of that Faculty, and in the case of the Director of the Ron Joyce Centre for Business Studies, three tenured faculty members nominated and elected by the faculty members of the Department of Commerce;
  • Two individuals appointed by the President, at least one of whom shall be named from another faculty;
  • One representative of the 91·ðÒ¯ Faculty Association;
  • One Dean appointed by the President; and
  • One student from the Faculty, and in the case of the Director of the Ron Joyce Centre for Business Studies, from the Department of Commerce, appointed by the Provost and Vice-President, Academic and Research, following consultation with the 91·ðÒ¯ Students Union.

B. For University Librarian:

  • Provost and Vice-President, Academic and Research, as chair;
  • Three tenured librarians nominated and elected by members of Library Council;
  • One Library staff member, nominated and elected by staff members in the Library;
  • One representative of the 91·ðÒ¯ Faculty Association;
  • Up to two individuals appointed by the President, at least one of whom shall be named from the faculty at 91·ðÒ¯;
  • One Dean appointed by the President; and
  • One student, appointed by the Provost and Vice-President, Academic and Research, following consultation with the 91·ðÒ¯ Students Union.

2.4 The PAC shall develop a position profile describing the attributes and qualifications being sought and shall consider all applications and nominations for the position. Having received and considered feedback from the University community, the PAC shall provide advice on the suitability of each candidate for the position.

2.5 Having received and considered the advice of the PAC, the Provost and Vice-President, Academic and Research shall make a recommendation to the President. If the President approves the recommendation, the President shall report the appointment to the Board of Regents.

3 — REAPPOINTMENT PROCEDURES

3.1 The Provost and Vice-President, Academic and Research, shall oversee the re-appointment process and make a recommendation to the President.

3.2 If the Provost and Vice-President, Academic and Research, and the Academic Dean, Director of the Ron Joyce Centre for Business Studies, or the University Librarian both agree that a subsequent term should be considered, the Provost and Vice-President, Academic and Research, shall initiate the re-appointment process. Normally, this will take place during the penultimate year of an individual’s term. If a subsequent term is not to be considered, the Provost and Vice-President, Academic and Research, shall initiate a search process.

3.3 A Presidential Advisory Committee (PAC) shall be established composed as follows:

A. For Academic Deans and for the Director of the Ron Joyce Centre for Business Studies

  • Provost and Vice-President, Academic and Research, as chair;
  • Two tenured faculty members from the Faculty of the Dean nominated and elected by the faculty members of that Faculty, and in the case of the Director of the Ron Joyce Centre for Business Studies, two tenured faculty members nominated and elected from the faculty of the Department of Commerce;
  • Up to two individuals appointed by the President, at least one of whom shall be named from another faculty;
  • One representative of the 91·ðÒ¯ Faculty Association;
  • One Dean appointed by the President; and
  • One student from the Faculty, and in the case of the Director of the Ron Joyce Centre for Business Studies, from the Department of Commerce, appointed by the Provost and Vice-President, Academic and Research, following consultation with the 91·ðÒ¯ Students Union.

B. For University Librarian:          

  • Provost and Vice-President, Academic and Research, as chair;
  • Two tenured librarians, nominated and elected by members of Library Council;
  • One Library staff member, nominated and elected by staff members in the Library;
  • One representative of the 91·ðÒ¯ Faculty Association;
  • Up to two individuals appointed by the President, at least one of whom shall be named from the faculty;
  • One Dean appointed by the President; and
  • One student, appointed by the Provost and Vice-President, Academic and Research, following consultation with the 91·ðÒ¯ Students Union.

3.4 The Academic Dean, Director or University Librarian will be invited to prepare a brief statement describing (in the context of the University Strategic Statement) a vision for the unit over the coming three to five years. This statement will be publicly available. The individual will also be asked to provide a summary of accomplishments during the initial term and a current curriculum vitae.

3.5 The PAC shall seek input from those who have worked with the individual during the term of office. All members of the University, and in particular those who have worked most closely with the individual, will be invited to provide input, either verbally or in writing. If appropriate, input will be sought from individuals outside the University. Having reviewed the materials submitted by the individual, and having received and considered the feedback from the community, the PAC shall provide advice to the Provost and Vice-President, Academic and Research on the individual’s suitability for re-appointment. Having received and considered the advice of the PAC, the Provost and Vice-President, Academic and Research shall make a recommendation to the President. If the President approves the recommendation, the President shall report the appointment to the Board of Regents.

4.0 — RELATED DOCUMENT

The President is responsible for ensuring compliance with this Policy.

This Policy supersedes the previous policy on the appointment and reappointment of Academic Deans and University Librarian.

4 — ACCOUNTABILITY
